Dr. Andrew BaMusa Koroma

Dr. Andrew Baa-Musa Koroma serves as the Executive Director of NaFRA, bringing visionary leadership and extensive international experience to the organization. With a distinguished career spanning both the United States and Sierra Leone, he has held several senior leadership roles with Sightsavers and other respected institutions, where he successfully led high impact programs and strengthened institutional performance.

Dr. Koroma is widely recognized for his strategic thinking, disciplined execution, and his ability to build and guide strong, mission driven teams. His leadership approach combines clear strategic direction with practical implementation, ensuring that ideas and policies translate into measurable results and sustainable outcomes.

Throughout his career, he has managed complex development initiatives, engaged a wide range of stakeholders, and championed inclusive development strategies that create lasting impact for communities. His experience working across diverse institutional and cultural contexts has equipped him with a deep understanding of both local realities and international best practices.

As Executive Director, Dr. Koroma provides overall strategic leadership for NaFRA, strengthens partnerships with national and international stakeholders, and drives the organization’s growth and institutional effectiveness. Under his leadership, the agency continues to advance its mandate with professionalism, integrity, and a strong commitment to supporting agricultural development and regulatory excellence.

MRS. FRANCES I. BLANGO

Frances I. Blango serves as the Administrative Manager at NaFRA, where she provides strong leadership and oversight for key administrative functions. She supervises the Human Resources unit, procurement processes, office assistants, security personnel, drivers, and other support staff, ensuring that administrative systems operate efficiently and effectively.

With over seven years of experience in administration and organizational management, Frances brings practical expertise in office management, operational coordination, and institutional support services. Her role is central to maintaining smooth day to day operations and strengthening the internal systems that support the agency’s work.

She has previously worked with several respected institutions in Sierra Leone, including EFA, African Water and Sanitation Energy, National Commission for Social Action, and Gifted Hands Private Agency. Through these roles, she has built a solid track record in administrative leadership, staff coordination, and strengthening organizational support systems. Her experience and commitment contribute significantly to the effective functioning of NaFRA.

DAVID TAMBA-SAM

David Tamba Sam serves as the Head of the Finance Unit at NaFRA, where he provides strategic and technical leadership to the finance team and oversees the organization’s overall financial management systems. In this role, he is responsible for guiding financial planning, budgeting, reporting, and ensuring that the agency maintains strong accountability and transparency in the use of its resources.

He plays a central role in developing and implementing sound financial policies, strengthening internal control systems, and ensuring full compliance with government regulations and donor requirements. David works closely with senior management to align financial strategies with organizational priorities, helping to ensure that resources are effectively allocated to support NaFRA’s mandate and operational goals.

With solid expertise in budgeting, financial analysis, internal controls, and risk management, he contributes to informed decision making by providing accurate financial data and timely reports to management. His attention to detail and commitment to financial integrity help safeguard the organization’s assets while promoting efficiency and accountability across departments.

DOMINIC J. KAMARA (Ph.D.)

Dominic J. Kamara is the head of corporate Affairs unit at NaFRA. He provides strategic leadership oversight to the ICT Officer, project  officer, and the M&E officer in NaFRA. He is an experienced development professional with more than 15 years of service in humanitarian and development programming across emergency and long term contexts. His work spans several International Non-Governmental Organizations (INGOs) in Sierra Leone and across West Africa, where he has contributed to the design, management, and delivery of impactful development initiatives.

He brings strong expertise in project management, organizational development, corporate affairs management, strategic leadership, business development, monitoring and evaluation, research methodology, resource mobilization, fundraising, and economic development. Dr. Kamara is also highly skilled in digital technologies and computer applications, which he leverages to strengthen organizational systems, data management, and program effectiveness. His professional approach combines strategic thinking, practical implementation, and strong stakeholder engagement, enabling him to support institutions in achieving sustainable and measurable results.

The Fertilizer Inspection and Compliance Manager plays a critical role in safeguarding agricultural standards and protecting farmers’ interests. This position is responsible for supervising all District Fertilizer Inspectors, ensuring that all fertilizer products distributed and sold meet national quality standards, regulatory requirements, and safety guidelines.

The successful manager oversees inspection processes, conducts compliance monitoring, and works closely with importers, distributors, and retailers to enforce established regulations.

He / She supports policy implementation, prepares compliance reports, and advises leadership on regulatory improvements. Strong attention to detail, integrity, and sound technical knowledge are essential in maintaining transparency and accountability within the fertilizer value chain.
