Qualification and Experience: Advance degree in Agricultural Science (Soil Science) with at least three (3) years of experience in laboratory services including management and supervision of soil and fertilizer tests.  

Duty Station: Head office, Freetown with regular visit to the field.

PUBLIC NOTICE ON FERTILIZER DEALERSHIP LICENSE CATEGORISATION

Effective January 2025

  1. Registration: Registration for Dealership in the fertilizer sector is open. Registration is valid for two years and the data is updated every two years.
  • All registrations for 1st January 2023 to 31st December 2024 have expired
  • All registrations for 1st January 2024 to 31 December 2025 will expire at the end of 2025
  • Renewal of registration is therefore ongoing.

2. Application for License: Fertilizer Importation and Domestic Dealership is OPEN as stipulated in accordance with the Board-approved Categories of licenses (See Item 7 below).

3.License for Fertilizer Manufacturers and Blenders will be issued upon Request.

4. Outstanding Fees for Tonnage Inspection, Sampling of imported stock, and Laboratory analysis MUST be PAID in FULL to NaFRA before Renewal of Existing License and the issuance of Fertilizer Import Clearance Permit.

5.Annual Tonnage Reporting: All licensed importers of fertilizers are to submit data on the annual importation of fertilizers of the preceding year to NaFRA by January 31st of each year. The Annual Tonnage Reporting Form is available on the NaFRA website.

6.Fertilizer Import Clearance Permit. This is issued to importers upon submission of their import documentations to NaFRA. This clearance permit is to notify the Port and Customs authorities that NaFRA is aware of the consignment and thereby requests the release of the stock from the entry point to the Dealer’s Warehouse for Inspection, Sample collection and Laboratory Analysis –after all the protocols at the entry port are fulfilled. Only registered, licensed, and fully paid-up importers are eligible to obtain Fertilizer Import Clearance Permits.

7.Below are the Board approved Categories of License for fertilizer dealership in Sierra Leone –subject to periodic reviews and modifications. Business enterprises may select NOT more than 2 of these categories below.

Category ‘A-Pro’ License

(Large Scale Users of Fertilizer)

This category is for Non-Commercial Importers (agricultural Production Companies). These are large scale importers licensed to import for their own use only. NLe15,000 for 3 years
Category ‘A-Com’ License

(Wholesale Importers)

This category is for Commercial Importers.  These are large scale importers licensed to import fertilizers for sale to farmers, Agricultural Cooperatives, and NGO NLe15,000 for 3 years
Category ‘B’ License (Regional Level Distributors) This category is for Dealers operating in the domestic supply chain that are licensed to buy fertilizers from Category ‘A’ importers for sale at Regional/District/Chiefdom levels. NLe10,000 for 3 years
Category ‘C’ License (Farm Gate Retailers)     This category is for Grassroots/Farm gate retailers licensed to buy fertilizers from Category ‘A-Com’ dealers. They are small-scale marketers at Community/farm gate levels to increase farmers’ access to quality fertilizers. NLe5,000 for 3 years

Note

Re-bagging of fertilizers into smaller sizes is acceptable only to the minimum of 10kg per bag/pack. Every re-bagged fertilizer MUST be appropriately sealed, has the Grade, the Guaranteed Analysis, the Net weight, the Sources of Nutrients, and the Name and Address of the re-bagging entity.

The Re-bagging of fertilizers into smaller measurement units below 10 kg for sales purposes at all levels of marketing outlets is prohibited, constituting a Violation that is punishable by law. Such stocks will be impounded and confiscated, and Violators prosecuted.
