BACKGROUND

NaFRA was established by an Act of Parliament in November 2017. The Act provide for the establishment of a National Fertilizer Regulatory Agency to provide for the regulation and management of commercial importation, manufacture, and distribution of fertilizers in Sierra Leone and other related matters. The NaFRA Act 2017 was developed in accordance with regulation C/REG.13/12/12 relating to fertilizer quality control in the ECOWAS region, The ECOWAS Fertilizer regulation was gazette on June 20, 2017, as part of Sierra Leone commitment to the ECOWAS while the National Fertilizer Regulatory Agency Act, 2017 was published in Sierra Leone gazette volCXL1X NO.40 dated 5th April 2018. The National Fertilizer Regulation 2020 was enacted in parliament in March 2020 for the implementation and enforcement of the NAFRA Act.

MANDATE

NAFRA is established by the 2017 Act of Parliament, signed into law on February 15th,2018, to regulate and manage the commercial importation, management, and distribution of fertilizers in Sierra Leone.

MISSION

To Develop and Promote a competitive fertilizer subsector that effectively supports increased levels of Agricultural productivity, profitability; and overall food security through best practice approaches that are environmentally sustainable.

OUR ROLE IN THE PRESIDENT’S FLAGSHIP AGENDA

FEED SALONE

NAFRA will explore collaborative policy actions and field operations with the MAFS and key stakeholders in the fertilizer sub-sector to ensure that farmers and fertilizer dealers benefit from the supply of quality fertilizers to increase agricultural productivity and food security in Sierra Leone

HUMAN CAPITAL DEVELOPMENT

NAFRA will engage learning institutions through advocacy for courses in soil fertility, fertilizer analysis, and the handling of fertilizers including students internship with fertilizer enterprises to facilitate fertilizer marketing and utilization in Sierra Leone.

YOUTH EMPLOYMENT SCHEME

NAFRA will network with youth employment services to encourage growth in youth business ownership of fertilizer enterprises and sales outlets especially in farming communities to increase farmer’s access to fertilizer markets in Sierra Leone.

REVAMPING THE PUBLIC SERVICE ARCHITECTURE

NAFRA will maintain advocacy to scale up it’s visibility and capacity through the pursuit of best practice approaches in service delivery to maximize fertilizer utilization in the agriculture sector of Sierra Leone

TECHNOLOGY AND INFRASTRUCTURE

NAFRA will maintain alliance with the Ministry of Agriculture and Food Security, ECOWAS regional regulatory structures; and other international programs for the deployment of state-of-the art technologies in fertilizer quality controls in Sierra Leone.
